Brotli combines this dictionary of 13,000 words and phrases with a set of 121 transformations. For example, transform #73 is " the ___ of the ", so combining transform #73 with dictionary word #7651 gives " the invention of the ".

RFC 7932 Appendix A defines the dictionary, and Appendix B defines the tranformations.

The authors selected the dictionary and transforms based on performance against a corpus of English, Spanish, Chinese, Russian, Hindi, and Arabic.
